1) Assess water security: Propose indicator system and quantitative approach of assessing water security, assess the status and future trend of water security in nine river basins and China through applying the established indicator system and quantitative approach;

2) Examine risk management and forecasting system: Analyze various possible risks (such as natural, environmental, policy and institutional risks) that threat water security and effective measures to deal with these risks, establish the risk management and forecasting system of water security in nine river basins and in China, and make some simulation analysis based on this system;

3) Analyze the optimizing allocation of water resources: Establish optimizing allocation model of water resources by river basin(mainly in the Yellow River Basin, Haihe River Basin and Huaihe River Basin), simulate alternative feasible scenarios and relevant institutional, policy and technological measures to optimally allocate water resources, simulate the impacts of alternative scenarios on the impacts of water resources and socio-economy in the river basin;

4) Analyze water pricing policy and water rights management: Analyze water demand price elasticity (especially for agricultural water demand), effects and socio-economic impacts of water pricing policy (such as agricultural production and farmer income), propose principles, measures and operation approach of effective water rights institution;

5) Explore policy guarantee and management system of water security: Analyze the status, patterns and evolution of water management system, management institutions and water security policy, and their impacts on water use efficiency and socio-economy, establish policy guarantee and management system of water security;
