In order to gather data for the project of Agricultural Water Demand Management, the Center for Chinese Agricultural Policy (CCAP), Chinese Academy of Sciences has organized the field survey in the Zhangye city of Gansu province from 8 July to 21 July in 2009. Lijuan Zhang and Yumin Li from CCAP led the survey and the total enumerators are 14 graduate students from CCAP and other universities. This survey covered 5 counties in Zhangye city, these counties are Ganzhou, Linze, Gaotai, Minle and Shandan counties. In each county, 8 villages were selected randomly. In each village, 4 households, 1 to 2 tubewell managers, and 1 canal manager were interviewed. In total we interviewed 40 village leaders, 160 households, 40 canal managers and 55 tubewell managers. The survey  included 4 types of forms: village form, household form, surface water manager form, and groundwater manager form. The contents of these survey forms were quite broad including more than 10 sections focusing on water resource scarcity, water management (e.g. Water User Association, water quota management, water rights and water trade, water tickets management, etc.), crop water use, agricultural production, water saving technology, government policies and regulations, and basic socio-economic conditions.
